There is now an official Adwords blog where you can find the latest news and updates for Adwords. This may be something you'll want to keep an eye on for any new changes to Adwords. According to the blog, Google will also post any scheduled outages so that you can plan accordingly. The blog is still new, so it's kind of sparse. But they promise to include Adwords tips and related articles in the future.
