Note: As of today, October 22nd, the tool has been taken offline and you are no longer allowed to use it. If I had to speculate, it would probably be due to some sort of cease and desist letter that went out.
I don’t have the time to review this in full detail right now but if you’re interested in a tool that helps you build PPC campaigns with keyword targeted adgroups, check out what Derek has done. The best part of it is that it’s free, so you can test it out without burning a hole in your pocket. It has the ability to mix and match keywords so if you’ve got a list of, say, city names and you want match it with your root phrase like “auto insurance” you can do that.

After you’ve generated your keywords list and ads, you can upload the whole thing to AdWords Editor. This looks like a useful tool to add to your arsenal if you’re doing PPC advertising. I think the latest version of the tool also supports exporting to MSN AdCenter.
