You're right. But when you know where to look, you'll spot some gems out there. Sometimes it's a matter of testing, especially when it comes to PLR membership sites. You can always join for a month and quit if the content is not up to par.

Generally, I prefer PLR ebooks to articles as they are better researched and I can take parts of the manuscript and repurpose it. With PLR articles, the quality varies a whole lot more.
